Virginia Beach, VA - December 1, 2009 -- &nbsp;Jeff McWaters, endorsed by Lt.
Governor Bill Bolling, launched a new radio ad today. Bolling, speaking in the
ad, focuses on McWaters' expertise in job creation and cutting the cost of
government. The ad reinforces McWaters message that he is running a positive
campaign, on the issues that are important to the citizens of Virginia Beach. <br>
&nbsp;<br>
"I have known the Lt. Governor for years, he and I have supported many of
the same Republican candidates and conservative causes," says McWaters.
"If elected to the Senate, I plan to work diligently with him to bring
jobs to Virginia and provide incentives for business to thrive here." <br>
&nbsp;<br>
Bolling was re-elected in November. His campaign focused heavily on
"fiscal integrity" while championing job creation. Both are messages
Jeff McWaters has been campaigning on for months.&nbsp; <br>

McWaters is running in the Republican primary election to be held this

Today, in a special election in Virginia Beach, the voters of the 8th
senate district voted overwhelming to elect Jeff McWaters over democrat Bill
Fleming by a margin of 57 points. The election was to fill the 8th
senate district seat left open by new Beach Sheriff Ken Stolle. The voters of
Virginia Beach voted in favor of McWaters 78 - 21%.</b></p>

Fifteen years ago, I started a company on my kitchen table in Virginia Beach that grew to a Fortune 600 company focused on improving health care access and quality for the poorest citizens while saving participating states hundreds of millions of tax dollars. 				<title>GA Update, January 22, 2010</title>

				<description><![CDATA[Throughout session I will be sending weekly updates on what is happening&nbsp;in Richmond. This email is my first, true "Update". Please feel free to pass it along to your friends or have them sign up for&nbsp;this newsletter at&nbsp;<a href="http://www.jeffmcwaters.com" title="" target="">www.jeffmcwaters.com</a>.&nbsp;<br><br>We've had a busy and energy packed week full of pomp and circumstance, however now is the&nbsp;time to get to work.&nbsp;Governor McDonnell has laid out the theme of his administration as&nbsp;creating a "Commonwealth of Opportunity" and&nbsp;all members of the General Assembly&nbsp;must&nbsp;help him with that vision.<br><br>Working together we must find&nbsp;ways to incentivize entrepreneurs&nbsp;and businesses to expand and create&nbsp;more jobs&nbsp;plus fund transportation while keeping the cost and size of government down. As promised in my campaign,&nbsp;my first bill&nbsp;as a Senator&nbsp;creates&nbsp;Tax Credits for small businesses with&nbsp;more than twenty-five&nbsp;employees. For each additional job created there is a $10,000 tax credit to&nbsp;be taken over 5 years.&nbsp;This bill is a small step towards helping entrepreneurs expand their businesses during these tough times.&nbsp;My second bill&nbsp;allows Active Duty Military the ability to use HOV lanes in Hampton Roads.&nbsp;This measure would be a preliminary and small step&nbsp;to help alleviate&nbsp;traffic congestion in&nbsp;Virginia Beach and Norfolk.<br><br>However, the biggest challenge this session will be&nbsp;rectifying our&nbsp;over $4 billion&nbsp;budget shortfall. I agree with the Governor that&nbsp;we must make some&nbsp;tough decisions and cut non-essential services rather than&nbsp;increase&nbsp;taxes. Virginians are making cuts in this tough economy, and now their government must do the same.<br><br>My first full week in the General Assembly was filled with hundreds of concerned citizens visiting the capitol. They met&nbsp;with my colleagues and me regarding issues important to them.&nbsp;It was great seeing so many of you from the beach during the inaugural activities and getting a chance to discuss the issues with you. 				<title>GA Update, January 29, 2010</title>

				<description><![CDATA[I'd like to update you on some of what has happened in the General Assembly this week. First of all, I believe a good decision was made in the Senate regarding the military. On&nbsp;Tuesday the&nbsp;Privileges and Elections Committee, on which I serve, stopped&nbsp;a proposal to require&nbsp;the federal government to get General Assembly&nbsp;approval for any land&nbsp;acquisition for&nbsp;an&nbsp;outlying landing field. This measure was a serious threat to our national security and our region. The Oceana Master Jet Base is a huge economic engine and&nbsp;this proposed regulation would be just another reason for the Department of Defense to reconsider the future of&nbsp;Oceana.<br><br>In addition, the committee&nbsp;approved a measure calling for a&nbsp;referendum on whether 100%&nbsp;disabled combat veterans, or the surviving spouse should receive a property tax exemption for their primary residence. Those who&nbsp;have served our country and can no longer work as a result should be afforded some relief.<br><br>As I mentioned last week the budget is going to be the most significant challenge we face during this session. This week&nbsp;the House of Delegates unanimously defeated a proposal to increase the income tax, sending a clear message that a tax increase was&nbsp;not an acceptable way to make up this budget shortfall.&nbsp;However, in the Senate we have not taken a similar stance. On Monday Senator Obenshain (R - Harrisonburg) remarked on the&nbsp;Senate&nbsp;floor that the current economic climate is not appropriate for a general tax increase. Still, at&nbsp;weeks end, the Senate has a completely different approach to this year's budget. We need to be realistic and take a tax increase off the table. The&nbsp;House of Delegates and the Governor have made it clear that they will not pass a tax increase, and the Senate should do the same.<br><br>On Tuesday, Governor McDonnell put forward a legislative package to help create jobs and spark economic development. In my first Senate&nbsp;floor speech I laid out the key points of the Governor's plan. His plan is not consistent with a tax increase and, having just left the campaign trail, I know the citizens of Virginia do&nbsp;not support that.&nbsp;I am hopeful&nbsp;that in the coming weeks both sides of the aisle&nbsp;can work together to find some common ground regarding the budget.&nbsp;<br><br>This coming Thursday, Feb 4, at 6:50 PM, I will be hosting my first TeleTown Hall. They are each outlined below.<br><br><strong>SB 693 - Major Business Facility Tax Credit</strong>Currently, businesses can receive a tax credit of $1,000 for each&nbsp;new employee over the 100-employee threshold during a&nbsp;three-year period. This bill amends the&nbsp;tax credit to allow businesses to receive up to $10,000 for each new employee over a 25-employee threshold during a five-year period. The goal is to help stimulate job growth for small businesses.<br>&nbsp;&nbsp;<br><strong>SB 694 -&nbsp;Additional Appropriations to Transportation</strong>&nbsp;Transportation is greatly in need of additional funding. This bill authorizes the Governor to include in his budget proposal additional funds for transporation in years when projected growth is at least 3%. Those funds would be at least 1% of that projected growth, if not more.&nbsp;<br><br><strong>SB 695 - Amending the Public Procurement Act</strong>Virginia has strong procurement regulations that&nbsp;help prevent waste, fraud, and abuse. Part of our procurement practice is cooperative procurement, which means that a locality can use an already negotiated contract from another locality to procure goods and services. However, this practice limits which&nbsp;transactions local contractors are able to participate in. This bill amends the cooperative procurement section with regards to construction, allowing local contractors the opportunity to participate in these projects.<br>&nbsp;<br><strong>SB 696 - HOV Lanes; allows military personnel to use</strong>Similar to bills in the house being carried by Delegates Stolle and Villanueva, this bill allows military personal in Hampton Roads to use the HOV lanes regardless of the number of passangers. <p class="MsoNormal" style="line-height:normal">Virginians in my district are willing to accept
some degree of incremental market-based health care reform.&nbsp; However, they reject a comprehensive government
takeover of the system, that does not address the core changes required.&nbsp;</p>

<p class="MsoNormal" style="line-height:normal">As many of you know, the issue of health care
is where I have spent the majority of my professional career, time and energy. I
founded a company whose vision was to see every person in America have access to a physician through an
organized system of care. And I can assure you that when you are involved in
these problems from the ground up, not from a 30,000 foot level, you see things
a little differently. From that view, party labels don't matter as much. &nbsp;&nbsp;</p>

<p class="MsoNormal" style="line-height:normal">What does matter, and what is desperately
needed, is a health care system that encourages responsibility, is
market-based, controls costs, and provides access for quality care so that
Americans can live healthy and independent lives.&nbsp;</p>

<p class="MsoNormal" style="line-height:normal">Despite how deeply partisan this issue has
become, I don't think Democrats and Republicans disagree on those goals. In
America, we don't let people lie sick or die on the street for lack of insurance
coverage. Our hospitals are required to treat those who walk into their
emergency departments, regardless of their ability to pay.</p>

<p class="MsoNormal" style="line-height:normal">Nobody is suggesting we change that. But
emergency room treatment for routine sicknesses is far more expensive than a
primary care doctor and therefore drives up the cost of health care and serves
as a hidden tax of tens of billions of dollars on those who pay for health insurance.</p>

<p class="MsoNormal" style="line-height:normal">My point is that both parties appear to agree
on a couple of things. That Americans have access to treatment when they are sick
or hurt. And that personal responsibility and cost control are needed.</p>

<p class="MsoNormal" style="line-height:normal">But while the goals may be the same, there is a
Grand Canyon of divide on how we get there. And the current Administration's proposals
have helped to demonstrate just how wide and deep that fissure really is.</p>

<p class="MsoNormal" style="line-height:normal">To support government mandates in this
environment is to support an unwise and ultimate Federal takeover of a huge
segment of our economy. That is something we must not support.</p>

<p class="MsoNormal" style="line-height:normal">For these reasons, despite my ongoing
commitment to cost-effective health care reform and the underlying principle
that every person should have access to quality health care coverage, I voted
in support of Senate Bill 417.</p>

<p class="MsoNormal" style="line-height:normal">Virginians are sending a powerful message to
Washington rejecting the approach of too much central government control of
medical decision making.&nbsp;</p>

<p class="MsoNormal" style="line-height:normal">As Virginians, let's do what we have always
done - let's help Washington craft a more market-based approach incentivizing
all Americans to have access to a primary care physician through an organized
system of care.</p>

				<description><![CDATA[<p class="MsoNormal" style="margin-bottom:7.5pt">It has been a busy and productive
week up in Richmond. My first order of business on Monday was to introduce a
major part of the Governor's Jobs agenda, the Virginia Small Business
Investment Credit. Senate Bill 733 provides a delayed tax credit for&nbsp;investment
funds that invest solely in Virginia's small businesses. It is a model that has
worked in&nbsp;10 other states on
almost&nbsp;30&nbsp;occasions.&nbsp;The&nbsp;proposed program would bring $100
million to Virginia, in the&nbsp;first year alone.&nbsp;What a great way to
support the entrepreneurs of this Commonwealth -- by investing&nbsp;in their
businesses.<br>
<br>
Governor McDonnell has been
laboring&nbsp;tirelessly&nbsp;on&nbsp;the&nbsp;budget.&nbsp;He and his
team&nbsp;have been meeting with the leadership of both houses,&nbsp;House
Appropriations, and Senate Finance on a daily basis. They are working to
identify&nbsp;priorities in the budget, potential savings, and&nbsp;possible
cuts.&nbsp;With each&nbsp;party in control of a chamber in the Capitol, the
Governor is&nbsp;asking for&nbsp;partnership,&nbsp;not partisanship,&nbsp;and&nbsp;is
showing great leadership by bringing everyone to&nbsp;the table&nbsp;and
persuing a budget that is best for all Virginians.<br>
<br>
On Monday the Senate moved Virginia one step forward towards becoming
the&nbsp;first state in the nation to&nbsp;pass&nbsp;a Healthcare Freedom Act.
Senate Bills 283, 311, 417 all passed the Senate with bipartisan support.
During the floor debate, I made some comments regarding my support for the

This week, in front of the Senate Finance&nbsp;Committee, I presented&nbsp;my
first bill as a legislator. Senate&nbsp;Bill 693 amends&nbsp;the Major Business
Facilty Tax Credit and&nbsp;was incorporated into Senate Bill 472,
which&nbsp;unanimously passed the Committee. My&nbsp;second bill, Senate Bill
696, unanimously passed the&nbsp;Transportation Committee and will join SB 472
on&nbsp;the Senate floor.&nbsp;Check out the detailed&nbsp;status updates on

				<description><![CDATA[What a week it has been! Record snowfalls in Virginia,&nbsp;and last&nbsp;Friday the 
General Assembly did not meet. Even Delegate Putney, who was first elected in 
1961, could not remember any other time this&nbsp;has happened. However, despite not 
meeting&nbsp;last Friday, the Senate is&nbsp;in a very good position to finish all work on 
our&nbsp;bills by Tuesday's crossover deadline.<br><br>Yesterday was the official 
half-way point of the 2010 session. Thirty days in, and a budget&nbsp;is no closer to 
fruition than it was on day one.&nbsp;The Senate Finance Committee must&nbsp;finish its 
proposed budget by next Sunday, February 21st. Senate Democrats, who are in 
control, have yet to put forward any spending proposals&nbsp;for us to consider. 
Meanwhile,&nbsp;the Governor continues to reach out&nbsp;to the leadership of all four 
caucuses plus the&nbsp;budget conferees regarding the state of the Commonwealth's 
finances.&nbsp;Tough decisions need to be made, and the time has come to make 
them.<br><br>This week in&nbsp;separate Committees, Senate Democrats voted down two 
of my proposals directly related to issues on which I campaigned:&nbsp;transportation 
and reducing the cost of government. <br><br>First, Senate Bill 694 which would 
give the Governor an&nbsp;additional tool to help fund transportation. This measure 
would not take any money from this year's budget but would allow the Governor to 
put 1% of any future revenue increase over 3%&nbsp;towards the Transportation Trust 
Fund.&nbsp;It was defeated&nbsp;on a straight&nbsp;party-line vote. I will continue to push for 
this approach.<br><br>Second, Senate Bill 697 was continued to next year&nbsp;in a 
Health Care Subcommittee meeting, also on a party-line vote. Medicaid is an area 
I know a great deal about, and Virginia has significant areas where we 
can&nbsp;improve the quality of care while greatly reducing the cost of Medicaid. 
Despite&nbsp;this bill's delay, I am already working with the Secretary of Health and 
Human&nbsp;Resources, Dr. Hazel, and the Department of Medical Assistance Services to 
start expanding Virginia's managed care programs. These programs have the 
potential to save the state&nbsp;billions of dollars.<br><br>On a more positive note, 
my first bill passed the full Senate after some brief but friendly games by my 
colleagues.&nbsp;Senate Bill 696, which allows&nbsp;military personel in uniform to use 
Hampton Roads' HOV lanes,&nbsp;passed and is now headed before the House of Delegates 
where they&nbsp;have already passed an identical measure&nbsp;patroned by Delegate 
Stolle.&nbsp; <br><br>On Monday&nbsp;my most important jobs bill, Senate Bill 733, which I 
am patroning, will be on the Senate Floor for final passage.&nbsp;Another issue I 
campaigned on, this bill would help create thousands of jobs in the&nbsp;Commonwealth 
by creating&nbsp;the Virginia Small Business Investment&nbsp;Credit (VSBIC). The VSBIC 
will bring&nbsp;$100 million in private investments into Virginia's small businesses, 
with 25% of those funds invested in economicly distressed areas.&nbsp;This program 
has been very successful in other states&nbsp;and will be a great tool to help get 
Virginia's economy moving again.<br><br>Lastly,&nbsp;this Tuesday&nbsp;at 6:40 pm is my

Richmond, VA – February 15, 2010 – Senator Jeff McWaters’ jobs bill, Senate
Bill 733, passed the full Senate today; with 37 of his colleagues joining him
in voting for the measure. SB 733 creates the Virginia Small Business
Investment Credit (VSBIC), which will bring $100 million dollars of private
funds to be invested in Virginia’s small businesses. <br>
<br>
“I am glad my colleagues in the Senate recognize what a strong pro-jobs program
the VSBIC is. Providing new opportunities for investment in small businesses is
important to creating jobs in this economy,” said Senator McWaters. “We’ve
recognized the success of similar programs in other states; now it is time for
the Commonwealth to help attract more private investments of our own. The
objective is to help Virginia’s entrepreneurs create jobs through expansion of
current businesses and the establishment of new businesses.”<br>
<br>
To attract the investors, the program would create differed tax credits
starting 5 years after inception of the program. Of the program’s $100 million
in capital, 25% must be invested in economically distressed areas. Similar plans
have been created in 10 other states, raising $2.2 billion for small businesses,
and creating over 21,000 jobs. The bill’s House counterpart will be heard
before the Appropriations Committee tomorrow, and has already received similar
bipartisan support in the House Finance Committee.<br>

“We’ve taken one more step towards assisting Virginia’s small businesses during
these tough times. These are great companies with great futures, but without
access to capital their expansion is limited. This jobs bill will allow
companies, not traditionally targeted by banks and venture capitalists, to
receive investments essential to their expansion. Creating more jobs and more
tax revenue for the Commonwealth,” added Senator McWaters.<br>

				<description><![CDATA[What a productive week it has been up here in Richmond. Tuesday was
crossover, the deadline for all non-revenue bills to clear their house of
origin. The deadline always leads to a lot of work for that last day,
and&nbsp;this year was no exception. By late Tuesday afternoon,&nbsp;we had
spent over&nbsp;six hours on the floor debating and voting on a variety of
legislation.<br>

One of those bills was my Jobs bill, Senate Bill 733, which passed the

expansion,&nbsp;creating more jobs and more tax revenue for the Commonwealth.&nbsp;&nbsp;&nbsp;<br>

Later Tuesday&nbsp;evening I held my first TeleTown Hall meeting. Over the
course of the hour-long call, we discussed a variety of
subjects.&nbsp;Transportation,&nbsp;jobs, education, and the budget were all
covered, thanks to&nbsp;some great questions&nbsp;by constituents like you.
Additionally, we&nbsp;asked some survey questions&nbsp;to
see&nbsp;where&nbsp;the residents of the 8th Senate District stood on some
important issues.<br>
<br>
First, 80% of&nbsp;participants said they support off-shore drilling. I think
energy&nbsp;production off our coast from gas, oil, and wind&nbsp;are important
to Virginia's future. Together&nbsp;they would be a big step towards decreasing
the amount of energy we import into our state. Today, Governor McDonnell met
with Secretary of the Interior Ken Salazar to discuss the future of wind power off
of our coast. <br>
<br>
Second, we asked if people&nbsp;would support a gas tax
increase,&nbsp;and&nbsp;there&nbsp;was a even split:&nbsp;50% yes and 50% no.
This survey question, along with a number of&nbsp;questions from the
participants,&nbsp;stimulated a great discussion on transportation.&nbsp;Twenty
percent&nbsp;of the&nbsp;participants felt that transportation is the most
important issue we are facing this session. It was second, to the budget which
received 31%&nbsp;of the votes when asked which&nbsp;issue is most
important&nbsp;them.<br>

Third, 70%&nbsp;of&nbsp;participants felt that,&nbsp;even if&nbsp;they could
afford it, no American should be required to purchase health
insurance.&nbsp;That matches the sentiment of all the emails and letters we
have received in support of the Health Care Freedom Act bills, SB 283, 311, and
417. I voted for all three of them.&nbsp;If you would like to hear the comments

On Wednesday, Governor McDonnell proposed his recommended cuts&nbsp;to Governor
Kaine's introduced budget. McDonnell's&nbsp;proposals cut an&nbsp;additional
$2.2 billion dollars to close the gap&nbsp;left&nbsp;by Kaine's proposed tax
increase.&nbsp;Typically, new governors make minor changes to the introduced
budget, but McDonnell's are of historic proportions.&nbsp;For example,
Governor&nbsp;Warner's proposed changes&nbsp;totaled $400 million and had been
the highest&nbsp;ever for a transitional&nbsp;governor, before McDonnell. These
recommended cuts are far from&nbsp;final but are a step towards what the final
budget will realistically look like.<br>

This Sunday the House Appropriations and Senate Finance&nbsp;Committees&nbsp;will
release their proposed budgets. These two pieces of legislation are the main
vehicles for all of the proposed changes, and indications are that both budgets
will vary&nbsp;significantly from&nbsp;Kaine's introduced budget, McDonnell's
proposed amendments, and each other. However,&nbsp;it is too soon&nbsp;to
determine&nbsp;what the changes will entail. I am still committed to&nbsp;not
raising taxes and making&nbsp;the state&nbsp;do more with less, just like so
many Virginians are doing already. <br>

				<description><![CDATA[Things began to heat up here in Richmond this past week, especially with the&nbsp;unveiling of the House and Senate budgets! As&nbsp;expected, both budgets differed greatly from Governor Kaine's introduced budget and are a long way from being sent to Governor McDonnell. There are many important&nbsp;issues&nbsp;regarding the Senate's proposed amendments that affect the Beach.<br><br>Wednesday night, the combination of trains, fire engines, and a truly unsettled spirit about&nbsp;Thursday's budget vote kept me&nbsp;awake,&nbsp;so here is the speech I got up and wrote.<br><br>"Mr. President (of the Senate), I wish to compliment the hard work and statesmanship of Chairman&nbsp;Colgan,&nbsp;the Senate Finance Committee, and the Governor. By any measure these are tough and unpredictable times. However, after a sleepless night, I find myself unable to&nbsp;vote&nbsp;yes for this budget.<br><br>I tip my hat to those&nbsp;who refused to increase taxes on Virginia families and&nbsp;businesses,&nbsp;but I have concerns about&nbsp;VRS, the Virginia Retirement System. To cut $508&nbsp;million from VRS to balance the budget, and without sound actuarial reasoning, puts the future retirements of Virginia state employees and&nbsp;teachers&nbsp;at additional risk.<br><br>I began to think maybe I should&nbsp;just go along to get this process over with, as this is "the best we can do." I questioned, has this been done before? Where does it end? Most importantly,&nbsp;will&nbsp;we be dealing with this again in 2012? The answer is&nbsp;probably yes.<br><br>Adding an additional $508 million creates an unfunded liability that is approaching $13 billion. Since 1950, the VRS collective fund has always included 100% funding of the unfunded liability portion. This budget only funds 20% of that liability, with no requirements to ever catch up in future years.<br><br>I got elected on the promise that I would&nbsp;not continue the Washington principle of passing&nbsp;down our liabilities to our kids and grandkids, like my grandson Noah. Therefore, I voted no. I am willing and prepared to work with the committee on balancing the budget, without creating a future unfunded liability for our children.&nbsp;Needless to say, my vote was not&nbsp;popular with the Democratic Leader of the Senate."&nbsp;<br><br>Further, the Senate&nbsp;Finance&nbsp;committee&nbsp;decided to remove the State's portion of the $30 million dollars used to eliminate encroachment&nbsp;on the Master Jet Base at Oceana for 2010-2012. Back in 2006, the BRAC Commission recommended that the City and State make an effort to purchase land in the crash zone to reduce encroachment on the base. Every year&nbsp;the City and the State have invested $7.5 million each to continue this program. The Governor, the Mayor, Senator Wagner, and I are all working&nbsp;during the budget conference to restore the funding. Even though the budget is tight, this funding is a commitment to the&nbsp;Navy that cannot be broken.<br><br>On a more positive note, this past Monday&nbsp;the Senate passed Delegate Stolle's offshore drilling bill. House Bill 756 designates royalties from offshore drilling as follows: 70%&nbsp;to&nbsp;the Transportation Trust Fund, 20% to the Virginia Coastal Energy Research Consortium, and 10% to localities for infrastructure and transportation improvements. Although we are still years away from seeing&nbsp;royalties,&nbsp;this bill ensures we will be prepared to handle royalty allocations&nbsp;when realized.&nbsp;<br><br>Additionally, my&nbsp;Senate&nbsp;Bill 696, which allows uniformed military personnel to use the HOV lanes, unanimously passed the House&nbsp;Transportation Committee on&nbsp;Tuesday. It should pass the&nbsp;full House&nbsp;next week and be&nbsp;sent to&nbsp;the Governor for his&nbsp;signature.&nbsp;<br><br>Enjoy the last weekend in February. 				<description><![CDATA[Heading into our last week,&nbsp;the budget&nbsp;is still the major&nbsp;subject in the halls of Mr. Jefferson's&nbsp;Capitol.&nbsp;I have been fighting hard for Virginia Beach; working&nbsp;to ensure that the&nbsp;budget restores the $15&nbsp;million to assist the City in&nbsp;reducing encroachment around Oceana. This investment by the State and the City was a promise made to the BRAC&nbsp;Commission and must be kept. It shows our&nbsp;commitment&nbsp;to keeping Oceana open as a Master Jet Base and our desire to recruit&nbsp;the Joint Strike Fighter.&nbsp;I&nbsp;am optimistic that the final budget will include&nbsp;at least the first year of&nbsp;$7.5 million.&nbsp;At this step in the budget process the Senate conferees: Colgan (D), Saslaw (D), Houck (D), Howell (D), Stosch (R), and Wampler (R) are working&nbsp;with the House conferees: Putney (I), K. Cox (R), Sherwood (R), Landes (R), S.C. Jones (R), and Joannou (D) to reach a compromise on revenue and spending estimates.<br><br>Also concerning&nbsp;the budget, there has&nbsp;been some recent publicity regarding a new $.18 surcharge added to the current&nbsp;$.75 E-911 fee. The E-911 fee is added to all phone lines to help fund the 911 emergency response system. Senator Quayle&nbsp;has sponsored three separate pieces of legislation which&nbsp;extend the health care benefits available to the immediate family members of those injured or killed in the line of duty. Throughout the session I have been very careful when reviewing fee increases, and these were no exception. Yes, Senate Bill&nbsp;279&nbsp;would have authorized an $.18 surcharge to be added to the E-911 fee, a 24% increase. I voted&nbsp;against this particular bill, but&nbsp;did support Senator Quayle's other Line of Duty bills.&nbsp;However,&nbsp;all three bills have been&nbsp;passed-by-indefinitely in&nbsp;a House subcommittee.&nbsp;<br><br>This week my&nbsp;Jobs bill, Senate Bill 733, which passed the Senate with an overwhelming majority, was heard before the House Appropriations economic development subcommittee.&nbsp;The House version of the bill, HB 1384,&nbsp;was unable to pass out of that same committee when it was heard just a&nbsp;few weeks ago.&nbsp;SB 733&nbsp;passed the subcommittee and was&nbsp;given a full hearing in front of the House Appropriations Committee. After hours of meeting with my colleagues in the House, they&nbsp;decided that more time was needed&nbsp;before they would go forward.&nbsp;Although the Governor and I fought hard for the Virginia Small Business Investment Credit&nbsp;this session, I am hopeful that&nbsp;over the next year we can decide on&nbsp;a version of the&nbsp;program which will&nbsp;be acceptable to everyone&nbsp;and still be a job creation tool for small Virginia businesses.<br><br>Also earlier this week,&nbsp;both&nbsp;chambers&nbsp;passed Senate Bill 472, which I co-patroned. This bill lowers the threshold of the&nbsp;existing&nbsp;Major Business Facility Tax Credit to include companies with 50 or more&nbsp;employees. In economically distressed areas the threshold&nbsp;was lowered to 25 employees. Although my original proposal went much further to help Virginia's&nbsp;small businesses, I am&nbsp;pleased that the legislature passed these revisions.&nbsp;The House also unanimously passed my Senate Bill 696, which allows uniformed military personnel to use the HOV lanes. It is now awaiting&nbsp;the Governor's signature.&nbsp;This week the Senate also agreed to my first two commending resolutions. First, thanking former Sheriff Paul Lanteigne for his years of service to the City of Virginia Beach and second, commending the Virginia Gentlemen Foundation for all of their hard work in raising funds to build the nation's first 100% handicap accessible park.
